More likely they'll just make shield aspected heals more potent to block more damage since everyone already defaulted to casting protect or stone skin at the start. Now maybe something like nocturnal sect benefict will just give more shield. At least I hope. Shield always felt less useful than Regen.

Outside of the last fight of a raid tier or Ultimates, you're still not likely to see shields be used on a regular basis. Why bother wasting a GCD on a shield that doesn't make your party survive something when you can just heal them all back up with an oGCD regen/heal after? Maybe you'll see this with AST occasionally because of new Celestial Opposition, but I highly doubt Square would redesign fights heavily enough to require constant shielding for survival.
