Because theres 3 versions of San Andreas in existence
Version 1 is before hot coffee, certain missions are hard as hell for no reason. This version is hard to obtain because its the original 2004 - 2007 release version

Version 2 is without Hot Coffee, certain things got nerfed but Wrong Side of the Tracks was still hard as hell, this is also the version that San Andreas 1.2 or whatever with the extended intro and features is apart of

Version 3 is the version where the PC port is, lighting is awful, AI is easier, HUD and gameplay elements were changed, and this is the version that all versions come from nowadays. Mobile, PS3, PS4, 360, and Xbox One all run this version of the game.

The only ways to get Version 1 and 2 are from old garage sales, but of course shit like Micropatches that rockstar has done over the years has fucked it, so getting a 100% clean original copy of Version 1 is nearly impossible.
