Dunno, Maria's sprite was still overly anime, and after the first cutscene is not like you could see Ritcher as anything but anime Ryu.
Dawn and Portrait are more modern anime, or at least mid 2000s, specially in terms of videogame art style of the time, 90`s anime is still very much it's own thing and Rondo of Blood is the only one that fits that bill, not even the 64 games (also very anime both of them) are this close to the style.
I like Rondo a lot but it has probably the worst Dracula design in the whole franchise.
I think the question is as to why just Rondo has this aesthetic. I already commented this, but not even the 64 games, which have a strong anime aesthetic too, have a style so strongly based in 90's anime.
I really wish all of the Castlevania remixes for Ultimate weren't so plain, I would have preferred the originals over most of the new mixes

Blue anime Mariachi gives him a run for his money in that regard, and Portrait is among my favorites too!
Still, for all it's shortcomings, the Dracula X Chronicles remake at least made wonders for Dracula, both in re design and it's boss battle.

Kind of agree, the art style is really bland in both games, but in Portrait it didn't bother me so much because they were all new characters, so there was nothing to compare them too (Funny enough, Dracula was in fact the worst design in that game). But with Dawn you have the original art style of Aria reminding you how much of a downgrade every single character went through.

It was just for two games at least, and it truly hurt Dawn of Sorrow in the long run.
Because this is the first time Konami made a game with actual animated scenes. The aesthetic is still the same but the cutscenes were anime most likely because it was most familiar to them. Japan never had any problem with the anime cutscenes really.

The reason why the two games had anime art style, PoR and DoS because Koji Igarashi said himself the last two games, Lament of Innocence and Aria of Sorrow didn't sell much even with good reviews. They made a market research and found out kids didn't want to touch those games because of the mature art style. Blame the DS kids.
Lament of Innocence didn't sell well because it fucking sucked. Aria of Sorrow not selling better is an actual shame, though.
