His dialog is some of the most annoying in the entire game, he's personality is entirely bland, all his interactions are annoying. The Whiterun one has you theoretically able to go to Tullius to ask for the dudes release, but he can't purely because reasons and despite the fact you could be a trusted imperial supporter by the time you're doing the quest.
He was Alduin's second in command and committing a lot of atrocities before turning on him and repenting. Basically it's a morality question of whether his atonement is enough to let him go unpunished for his original crimes.
