Hanako's in the main game, Emi's still in the testing tables. I think the other DDLC girls (or at least Natsuki) lampshade how Hanako's a slightly overcooked Yuri.

There's a guy who says he's working on Anchovy, and a model of Yukari exists that is freely-available for aspiring developers to use.

Pretty much this, although everyone realised that Pit being a chad harem master was an overused joke and stopped doing it. Except Akko, but her dialogue had been finished for like a year before she got in.

Lily can't get in due to age rules, and Tae wouldn't work because she's effectively mute and there's a minimum linecount of 400. Yuugiri, Ai and Junko could work, if someone wanted to make them.

Several reasons:
>It'd cost money which we have no reliable way of obtaining - Patreon or advertising would lead to copyright trouble, and donations couldn't be relied on
>Limited roster space encourages creators to put in extra effort to ensure their characters stay on the roster rather than being culled

We are doing everything in our power to squeeze the current filesize limit for all that it has though. Right now, we can probably fit roughly 120 characters.

Anyone's free to start developing at any time, you don't need permission or anything. Just grab the offline version of the game from gitlab, read the guides on the subreddit, an get started. And I think someone *is* supposed to be developing Lilly, though he's also supposedly making a *lot* of characters and we've seen barely any progress updates on any of them.

Saki's nearly testing-ready already. And a character with no real dialogue is still a very hard sell when we have limited roster space - we already had to cull Neo, Chell and Link for similar reasons.
