Pretty much all your devices are "always online"
It doesn't even say that anywhere in the post anyway.
What Microsoft was trying to pull is completely different with them not even allowing you to access your games if you didn't "check-in" or whatever.
All this is saying is that you'll be connected to PlayStation at all times in more ways whether it be on the console, streaming, phone etc.

15 fps is a 67ms frame. Its much easier to notice a 300ms input lag over 67ms frame lengths.
