People think that Rockstar's archaic, clumsy approach to game design where you do exactly what the game tells you to do, where menu design is truly baffling at times, where basic QoL features are absent is some kind of grand creative vision. It's not. It's really upper management pushing for stagnation. Nobody wants to be the developer who raises their hand and suggests that maybe RDR2 would be better if the stealth actually worked.
