Military tried getting into gaming few years back with America's army. That eventually went no where. They now just fund projects that look interesting by tech shows and let studios do their own thing since they're way ahead of the curve anyways. There really isn't a need to "push" people to operate tech like drones because so much of it is already learned by consumer entertainment that all the military has to do is mimic their gear and add a little training so they have operators ready to go.

Foreign aid is a common tool by which to destroy a nation's economy and topple its government (usually to install a puppet). If you don't want to spent ages researching this the documentary "life and debt" is a great way to get a basic understanding of how it all works. If I recall correctly it also has a clip of American officials openly saying that food aid is used to collapse national economy and build American dependence.
