They just tried to create a fun experience, good gameplay, fun cutscenes that are not overbearing like MGS cutscenes, but still with some of their silliness. The story can take itself seriously, but it never detracts from the fun. Also great music and characters.

There's 2 hours of them while the game is about 6 hours. Tonally they're fine (even if the writing is rather dumpy, even for a b-movie) but you can't call them 'not overbearing', unless you're comparing it solely to MGS4.

Soundtrack. I'm 100% serious.
Play the game with your speakers/headphones off and you will realize it's a mediocre hack and slash at best, that most people would drop halfway through and even if they didn't, they'd beat it on normal and never touch it again.
A truly great soundtrack can turn a 5/10 game into a 10/10 experience, especially in action-oriented games.

They have far, far less dry and boring exposition than MGS4 and are much more fun to watch. I'd watch ANY cutscene in Rising over, say, Drebin's introduction in 4. Or any of the mission briefing scenes on the Nomad.

It felt like one of those old games with tongue in cheek style, serious themes and such, but doesnt take itself too seriously and isnt afraid of being FUN. Also despite being fairly short and having almost no time to introduce the cast most the characters had character and werent just some copy paste villains/npcs.
Also music and memes.
