P.T. was not anything to go off of. Junji Ito confirmed in interview that he didn't even start doing any concept art and design for the enemies or environments for Silent Hills.
All they managed to do was make P.T. and some canned trailer with nothing that was actually going to be in the game.

It would have been an interesting game but fuck Silent Hill as a franchise honestly has more hits than misses and doesn't need some bizarre auteur shit as a "comeback" at this point. I'd argue more than 50% of Silent Hill related games are either mediocre or bad, with only 4 of 12 releases being "good" games, and even then people argue about The Room.
