Gordon achieving everything they wanted to accomplish, but then being forced to realize that this is an interdimensional empire and whatever the fuck humanity could muster wasn't going to be worth shit is almost classically Lovecraftian and true to the spirit of the original Half-Life, replacing the power fantasies of Doom with an average scientist fighting for survival.
G-Man takes away Alyx, Gordon is saved by the Vortigaunts then placed back on Earth well after the Earth war with the Combine ended in one way or another. Everything is wrapped up in regards to the Half-Life 1/2 story but there's still stuff for somebody to pick up the torch for a Half-Life 3 and carve their own story.

Marc Laidlaw said if he thought Episode 3/HL3 would never come out he'd just go ahead and reveal the plot. Then later he released "Epistle 3" which is written as a letter from Gordon Freeman to the player with every character being genderswapped.

last moments of ep3 would have had gordon on the borealis drifting through space surrounded by the combine home world
the borealis was teleported there as a last ditch effort to destroy the technology so the combine wouldnt be able to use it and to wipe out them as a whole detonating the boralis
what gordon sees helps him realize how insignificant the damage would be to them

Imagine if Full Life Consequences was made into a game.
It's basically the equivalent of bad deviantArt fanart made into a game. Like if you replaced the silent HL protags with a Sonic OC. It's amateurishly designed, with a hamhanded attempt at being serious. It doesn't help that the quality of the models is all over the fucking place so it literally looks like the 3D equivalent of making a sprite comic out of poorly edited sprites and also just copying and pasting panels out of Tails Got Trolled.
But it also costs money in spite of being edgy Half-Life fanfiction, and it was allowed to be sold on Steam. That's part of what's so infamous about it.

Imagine if somebody made an edgy Mario porn game and Nintendo let it onto the Switch's eShop without any issues or confrontation or even consultation about being allowed to use Mario as such. That's basically what Hunt Down the Freeman was.

Laidlaw's intention was for his successor to get a blank slate for Half-Life 3. That's why Epistle 3 ends with Gordon being dumped back on Earth with no indication of if he even came back to the same time as he left, if humanity liberated Earth from the Combine, or if other members of the Resistance like Kleiner or Barney are still alive or have died from violent means or just old age.
Whoever comes next will have the option of starting right where they left off, or going with a brand new story.

Although presumably Earth is still okay since Portal 2 ends with Chell being released into a grainfield, which couldn't work if the Combine stole all the fucking water.

Why tarnish the impact of how hard hitting episode 3 or hl3 would be when you can just wait, sit on the IP, and eventually pair it, and the other long awaited titles you have, with the next technological advancement and make them all look that much better? "The Combine are invincible gods" doesn't jive well with the way the Combine has already gotten cucked over and over in HL2, by bespectacled physicists AND primitive aliens that talk backwards and shit lightning AND a robot made out of literal garbage AND creepy dimension hopping Christopher Walken (although him being the one person who could actually interfere with them is the most plausible)

Plus HL3 is hype to impossible to meet expectations.

That's the point, there was no overthrowing the evil empire with your scrappy rebellion, not a chance in the multiverse. Your greatest weapon didn't even register on their radar. Best you could hope for was to chase them off earth and hope they forget about you.

The Combine utterly trivialized Earth and let their new buffet/slave colony be managed by another one of their slave races(the giant bean larva Advisors).

What Gordon and the Resistance are doing are fighting the Combine equivalent of mall cops, not their elite force.

Given that the plot of Episode 3 was revealed to us, couldn't a fan group just make it? I mean all that would really change is that it wouldn't have the VA's for the characters but would that bother anyone? And given what Valve did with Black Mesa there's a good chance that it might end up being the only way it even gets made at all,

to be fair though, that's not really the combine. That's basically a skeleton crew of earth's turncoats isn't it? We don't even really know what the ACTUAL combine is or looks like.

The Combine are supposed to be what their name implies, a combination of species that they've conquered. And as they've done so they've adopted the technologies each species has created. So while the Combine have fantastical technology, that doesn't mean they're smart enough to utilize it best or invent new technology; they essentially just kill and take and that's what's worked for them thus far. Therefore it stands to reason that while they have the might, they can also get blindsided in various ways because they're neither omnipotent or omniscient.

The idea being that the TRUE overminds of the Combine view their own troops so disposable and Earth so insignificant that they just fling some lower-level goons that way and turn a blind eye.
