He's obviously seen as an evil anti-thesis to god, but he's also often viewed as a rebel against an injustice, as a tragic figure, and sometimes as a hero. Add to that Lucifer being known as a master of lies and many faces, as well as the actual demon Lucifer being a big enough deal to gain and lose plenty of power and purpose on his own, and there's plenty of justification for his form being malleable.

They make SMT still, they're making Re: Fantasy, and I believe they still have some plans for EO but I haven't been following it too closely. They haven't been making MegaTen games outside of SMT and Persona for a while now, and it's not like they have some vendetta against DeSu fans in particular. It would be nice to have more MegaTen spinoffs, but it's hardly unfair of them to not make DeSu 3. Personally, I don't even want DeSu 3 if they're going to make another non-Persona, non-SMT MegaTen, I think there's more interesting games they could be making, but I'm not whining about it being unfair and I still won't be if they do end up making DeSu 3.

I never said she shouldn't, I said she wouldn't fit in the current titles, especially since her whole model for fitting in DeSu1 was the whole Bel/Abel affair and plotpoint.
She could come back later in another game or spinoff, but I don't think she'd fit as well in SMTIV/IVF, because in IVF even though there's a faction against YHVH, they're comprimised of non Abrahamic faiths (Nordic and India for example)
I can see a scenario of her being in SMT V if it's going to be a Law oriented Nocturne, in terms of a possible boss/fusable demon, since there seems to be more emphasis on Judaic/Kabbalistic elements, and she would fit in that as part of a route or a pure antagonist.

I think Belberith could come back if they wanted to deviate from the usual Beelzebub model that they usually put in, since Baal Berith was a thing and Berith would mean covenant - with Baal meaning lord, so it'd be "lord of the covenant" like how Baalzebub means "lord of the flies' and Baal Zebul is "lord of the manor".
Even then him coming back is more slim than Jezebel I think.

I actually want to elaborate more on the covenant part, the berith part of the name, I think it could be a plot point if they show people supplanting YHVH with Belberith, since I think the covenant meaning of the name could link to the covenant between YHVH and the Jews that were made, and it devolved into idolatry to a "lord" of the covenant they made.

Vouivre is unfortunately one of those weird "how did anyone ever find this?" type of demons. Most media interpretations have come to see design it as a simple dragon, though the megaten design draws much closer to it's real origins.
Believed to come from the Latin word for snake "Vipera" the Vouivre is a half dragon like woman who originates in rural areas of France, with some mentions in areas of Switzerland. Their duality, as both a woman and a dragon, also serves to signify their duality with the elements of water and fire as well as their personality, being both ferocious beasts as well as tempting young women. Originally the vouivre were said to have actual gem stones for eyes but more modern interpretations have them simply guard gem stones. A number of French fairy tales involve men trying to steal their gemstones.
Sadly, Kaneko has never commented on this design to my knowledge. Sorry if this is rather lacking, my knowledge on French mythology is pretty small.

Specifically, Beelzebub is the vilified incarnation of the Canaanite god Baal by the ancient Israelite. Baal is the supreme god in the Canaanite religion, thus he was often worshiped alongside the monotheistic god of Judaism. The god's proper name is actually "Hadad", however, few followers were allowed to speak his name as it was seen as too sacred. The word "Baal" is the generic word for "god" in the ancient Canaanite religion. Being the head god most followers, as well as outsiders of the religion, knew him by this name.
While the Canaanite religion was tolerated by the Israelites initially tensions grew as Judaism began to grow and pagan religions were being phased out for more modern, monotheistic religions. While most of these minor religions were too small to put up much a real fight the Canaanites were large enough to create real conflict. As Canaanite buildings of worship were being destroyed by day the religion would become the target of Jews looking for a scapegoat. Baal, the head Canaanite figure, was the prime name to corrupt. "Beel Zebub" (God of Flies) , as the god become known as among the Israelites, was a corruption of "Baal Zebul" (God of the Heavenly Dwelling). As time would continue "Beel Zebub" would grow into more then simple slander, becoming a character in certain Hebrew scriptures and the representation of evil. As the Canaanite religion would eventually fade the character of Beelzebub would remain, though diminish, for centuries after.

Appearing in the Dictionnaire Infernal Beelzebub would become one of the central figures in the "Hierarchy of Hell" created at this time. Some times used as the name for the devil himself Beelzebub became prominent enough to be regarded as Luicfer's second in command. This role is where we see him today in megaten.
Kaneko's interpretation, as with almost all of them, is based on the original illustration here from the Dictionnaire Infernal, with a few embellishments and such to show his high position.
As for the two designs, the large blue tribal man and the actual fly form, I'm really not sure. SMTI has listed Beelzebub's origin as "Babylonia" though I'm not really sure where that comes from. On topic of his design Kaneko has said this.

Similar to Metatron, Sandalphon exists as little more tgen an obscure name of an angel in a few kabbalah texts. Just as with Metatron little info on him actually is cited in any texts. When it came time create a new design for him on Devil Summoner Kaneko figured a body swap of Sandalphon worked since they're "brothers" in one text.
Botis is one of the 72 demons of the goetia to lack a illustration. His description describes that "He appears in the shape of an ugly viper but will take on human form with large teeth and horns when commanded to do so. He carries a sharp sword. He sees past, present, and future and reconciles friends and enemies." Kanako decided to fuse the snake and man in this case.
Rama is way too big of a figure for me to get into but Yoshitune's design appears to be based on kabuki, or his Japanese drama.
Much of ancient Slavic mythology has been unfortunately lost due to the early Slavs having no system of writing. Today most of what little remains of Slavic mythology is from dubious reports of Christian missionaries from around the 12th century.

You can use the "demons gain +1 stat upon level up" apps (you may need to grind app points in the DLC) to boost up demon stats a ton. Lower level demons benefit more, naturally. Of course that's not really relevant in a regular playthrough.

Satanael is not latter Lucifer because it's different in Gnosticism - Satanael is a Lucifer like figure, but he isn't Lucifer if that clicks.
In the case of what Lucifer is, Helel is pre-fall, Lucifer is post fall.

Satan in these games is akin to the older interpretation/meaning of him, and it was a title that was spelt out as haSatan (anglicized) which just means "the adversary".
SMT II distincts him and Lucifer very well.
Satanael is just Gnostic Lucifer because while Satanael did rebel (in some texts), it was against the Demiurge/Yaldabaoth and as such he's a follower of Sophia.
Mastema would be titled/called as haSatan. He's more analogous with Satan than Lucifer.
So in essence:
A being: Mastema (could be called Satan), Satan
A being: Helel->Lucifer
Gnosticism: Satanael (can be analogous with Lucifer)
This is easier to take in if you read resources on it, and keep in mind Gnosticism is more like people trying to pass the buck on the problem of evil.
I'd like to explain this more in depth and in a better manner but I have to go to bed.

Satanael is the parallel version of Lucifer, and how Mastema would be on the "good side" in that faith, Satanael would be on the "good side" in Gnosticism
In Bogolism sect of Gnosticism, Satanael is the Demiurge.
Gnosticism is the most frayed out one since there's a lot of pseudegraphia and the like - essentially it's not very centralized like other faiths are.
