Because when I grew up I was so poor that my parents couldn't even afford to give me quarters for the arcade games. Only later when I could have a part time job as a teenager I could afford to play da fightan gaem and settled for an xbox remote. So I got used to playing with a remote.
People choosing to use fight sticks thinking it will make them a better player are retards. The only reason most of the pros who aren't even on the scene anymore used a fight stick, is because they grew up, especially in Japan, with the arcade machines and it feels more natural to them.

Did it even really get banned anywhere? I'm thinking of getting one, I want my execution cleaned up and I feel like being consistent with pressing buttons is easier then doing it with the stick.
I use one and pads are much more efficient. Pros use sticks because they're used to it but even they say that pad is much simpler to use.

depends on what exactly you're trying to do.
If you're looking to learn how to make a stick, start with a breakout board so you don't need to have soldering experience or equipment, just very basic understanding that a wire running away from a board needs to return to the board to actually become a circuit
Pushbuttons will come down to preference. But I'd advise against getting any clickety-clack meme switches because you'll just sound annoying. I personally prefer clears but that's all down to how much actuation force you're comfortable with. Also make sure you have the correct number of buttons. If you're using a PS4-capable stick you need to remember start/select/PS in addition to the face buttons, triggers, bumpers, and directionals.
I recommend getting a coupler and an extra cable so that if anyone tugs on the cable connecting the controller to the port, you won't wind up pulling directly on the wire connected to the board.

As far as enclosure, don't do cardboard since it's a meme material. It's not waterproof and is prone to buckling over time or if you travel. Use cardboard as a testbed if you must, it'll help you get an idea of what you find comfortable if you're doing a non-standard layout like I did. If you are doing cardboard I'd suggest reinforcing it with duct tape or something before you cut holes because holes close together are prime failure points. Also keep a plastic bag with you for transport, you never know if you'll get rained on.
Also keep the wire guide inside the controller in case you ever need to perform service on the damn thing, it'll save your life.
