Each game needs to be manually approved by Valve employees now that the new "anything goes" policy went into effect but each person working there has a different idea of what should be allowed so something like this can get banned, Kara no Shoujo can make it just fine, and Kara no Shoujo's sequel that's even less graphic than the first can also get banned.
They refuse to give any reason for their bannings, or point out what exactly it was for them to come to their conclusion because they're not actually following any set guidelines, they're banning shit willy-nilly.

I can't imagine playing a porn game without the porn, let alone paying for it.

This VN is actually one of the rare ones where the story is more interesting than the porn. Though this is still a shame, since the H scenes are not bad at all.

Japan is largely anti-digital everything (manga, music, games, etc) outside of mobage, so its likely got a japanese physical release. Long as you import from a legitimate source, that might be the best option. Though international shipping costs might be too pricey.

That said, I don't play h-games myself. I don't see the appeal myself, but the idea of them being censored or banned on a platform thats supposed to not discriminate against that sort of things doesn't sit right with me.
