She is waifubait, but she's good waifubait.

Eh, beyond the fact that she was designed specifically to share interests with the player I wouldn't really consider her waifubait. Lots of people aren't into the kind hearted soft spoken types and would rather spend time with someone like Ibuki. It's the same thing as having a cinephile character in movies or writing a book about a novelist.

She's also designed to play a vital role in the game and gains a close bond with Hajime/the player. She's made to be extremely likable and vital to the plot, while also being extremely cute. Her being good waifubait isn't a bad thing because it sucks the player in and gets them attached.

When I first saw Chiaki I said to myself "This girl is waifubait and is going to either die or betray you, you can't fool me game". Then I ended up loving her anyway.

Seriously though, the only decent vanilla mating press picture of Chiaki got deleted and I didn't get to save it

I think that's my issue with the term "waifubait", what you or I define as "likable" doesn't translate to many other people. So calling someone waifubait is meaningless because she's only a waifu to a fraction of the audience.
