It should be in the resident evil folder somewhere. Just right click it in Steam, go to properties, then "local files" and then "browse local files".

You probably need to set the folder permissions, and/or take ownership of the folder. Do it from the properties menu, or run the commands below from cmd as admin.

Also if you replaced files before following that guide you should reinstall the game and try doing the guide again.
