I think the AA devs finally realized that their relationship with Sony wasn't all that great and Switch is more than enough to handle the games they wanted to make. It's pretty fun. Tightest controls in the series. Melee is a bit weird but fun once you upgrade them fully(it doesn't take much effort don't worry about ridiculous grinding) Guns are satisfying to use and the partner AI can sometimes help you pull off cool shit like having an Aki + Remi team where you can chain rocket shots and send an enemy right up into the sky.

This is honestly a smart way for devs to handle potentially risky games in general. They're well aware that some games will have trouble coming to the west but that there's still a demand for them. By localizing them in their country they don't need to worry about what people say because the people who want the game know where to get it and the people who don't want the game to exist are powerless to do anything about it. It is beneficial to the world that different countries have different laws.
