no, it executed the technical aspects of designing a 3rd-person 3D game almost (but not quite) perfectly. Up until that point no one had done it that well (except maybe Mario 64).
Story, soundtrack, gameplay, and characters are just OK.
and to break down the "gameplay:"

Mechanics: A- (hampered by a number of things including being designed for a jank-ass controller, which had the sole redeeming quality of having the first quality analog stick)

Content: B (Too many Boring Puzzles and NPC shit instead of fun combat. But what's actually in the game is solid)

Ultimate verdict is that Ocarina of Time was a great game if you were 10 years old in 1998. It polished 3D movement and camera principles for 3rd person games and had pretty decent 3D level design if you weren't bored by the lack of challenge.

2. Excitement comes from risk and danger and there is very little in Ocarina of Time. Combat is treated like just an extra puzzle and since it's clear the developers weren't really that excited by it, did not implement much in the way of interesting enemies or scenarios.
