Gameplay contrivance in order to move the story along, you can "break" Urizen's barrier and kill him in the prologue. You could even argue since Urizen even tells Nero he has no "demon" power, he didn't really perceive him as a threat enough to erect the barrier. Urizen knows Dante and what he is capable of.
