Not really. The first game had almost no story to speak of, and they recap it enough times for you to get the idea in the first hour.
You will need to play through BL2 before starting The Pre-Sequel, though.

these are ps3 games ported with the dlc included as part of the port, it's impossible to get them on ps4 without dlc
