You're focusing on a minor issue. The real issue is the gameplay, specifically the combat, and the setting. It's gonna be fucking dogshit, know why? No you're thinking of watchdogs, ubisoft left the original files in the game. Modders digging into the files found them and now you can mod watchdogs to look just like what they showed off.
CDPR just straight up removed the files from the game so there's no way. You might be able to do some small retextures but you can't reintroduce volumetric clouds and overhaul the basic bitch lighting
