same reason a lot of interesting settings like Dieselpunk aren't often used: they require a modicum of originality and pose market risk

It's used in Fallout quite often nowadays, which is a shame, because the first two Fallouts and New Vegas were less about le epic pre-war 50's aesthetic and more about the society created after the war.

Because everyone who is young enough to be a part of the games industry is to young to remember or understand that aesthetic on more than a superficial level. That aesthetic was created by the greatest generation and they are all too old to care about video games or are dead.
