Thinking about it, he could probably go head to head in any fist-fight or close range combat up to Buu and maybe even up until Beerus. Shit I could realistically see him going to the Tournament of Power just to style on faggots.
The only thing that could really fuck him up is taking him by complete surprise and using ranged abilities but even still he can't fucking die unless under specific conditions so at the very most you can do significant bodily damage to him but he'll heal up eventually.
Sin DT Dante alone would outright slaughter Namek saga Freiza and easily beat Cell though.

I dont know him too much, but if what you said is true id say he could prob make it up to Buu, 100% dead by Beerus as destruction energy destroys everything it touches no matter what UNLESS you know how to manipulate god Ki, which is far from easy. I think Buu would just win by stalemate regardless because you need to destroy him at an atomic level to stop his regeneration

Goku was susceptible to a Heart Virus on Yardrat so a magical poisonous disease (Bio or Poison) would wreck his ass.
Assuming Tellah is the sole good guy though and has to fight the same villains then Raditz may be beaten if Stop or Status Ailments are used. I'm assuming that Raditz is susceptible to ailments and the like since he had that same Tail weakness as Goku. Nappa and Vegeta would probably outright resist or be immune to most status Ailments.
The fight with the Saibamen would be unbeatable since there would be too many incoming attacks for a single one of your turns so Tellah would lose.
Although most fighters in Dragon Ball are extremely susceptible to Magic to the point it affects them no matter what. Petrification, Telekinetic Immobility, Sleep, Paralysis, etc.
