That's probably because the original creator of the Resident Evil franchise never really wanted her in the first place. He was afraid of making a "weak" female character, fearing that the majority of players would objectify the character as a protagonist, rather than see them as an equal to, say, Chris or Leon.

The logic is a bit flawed though, because even the "strong" independent women like Jill are only seen as means of pleasure such as in porn as it should be
