Weapon triangle, different ranges, different terrain and prop effects, when you deal enough damage your morale goes high enough to do a heroic attack, etcetcetc. Can pick between pussy mode where your units aren't gone forever if they die in battle or proper mode.

Depends on how good of an artist or storywriter you are. If you have great art then it can carry even a mediocre story, if you have great writing and storytelling then it can carry even a game with shit art, but you need one of those. The system itself should be fairly easy unless you wanna have minigames and such, so coding is the least of your worries. If you have both sets of skills then it's as hard as the time you put into it.
