The Last of Us was actually quite fun and tense on the hardest difficulty settings. Made the downtime parts more tolerable too since you actually needed the resources you'd find.

I think you're being disingenuous by making this comparison.
The point of calling TLOU a movie game is not just that there is more focus on cutscene development than gameplay. The more pertinent point is that there is loads of literally just walking around listening to dialogue looking at vistas. Most of the gameplay elements are so simple it might as well just be on rails and be QTEs.
The sheer length of cutscenes doesn't prove a point either way. And for the record, I haven't played Yakuza, and I still think TLOU was a trash movie game, and I think the new one is pushing the whole LGBT agenda way too hard for me to even consider picking it up for fun. I don't buy my games for politics, I but them for gameplay.

Its exactly the kind of game the term was created for. It's not a unique or ridiculous opinion to have, given the content.
Really not sure what argument you're trying to make.
The game heavily discourages you from sitting behind cover. Getting shot at all results in a lengthy stun animation, you take a lot of damage and the enemies will relentlessly flank you.
This all comes at the caveat of having to play the game on a high enough difficulty setting to forcibly deprive yourself of being able to play it like a casual though.
On Grounded, it becomes a very tense and rewarding stealth game.

I don’t get this logic of “I have to shoot 100% of the time,” there are 3ps that fit this role like Vanquish. Completely different approach, and I think TLOU succeeded in what they set out to do

There's literally one element to the 'gameplay' and that's the cover-based shooting. Yeah, you're right. The like, 12 instalments of cover-based shooting scenarios in the game are fairly well developed. The rest of the game is a glorified walking simulator, and you know that. Plot in a video game is fine, having some degree of agency within that plot is also fine. I'm not saying there isn't a place for the genre. I have played telltale games, before they went completely to shit. People have said (and rightly so) that Red Dead 2 was too much of a movie game, but I still played it through. I thought the story was okay. The gameplay dragged a bit at times. Holy fuck though, at least there was gameplay.
The only thing that rubs me up the wrong way about TLOU1 is how devoid of interactivity it is.
And to clear something up, I'm not sure if you don't understand the word or what, but it's inaccurate to call someone disingenuous because they have a different opinion to you on a subjective matter.
Because it's honestly not a great game. It has good production values and great voice acting work, and a good concept for its original AI.
But the game is fairly poor. If you strip the acting out of the game, really think about what you're left with.

The gameplay itself is rather light and barebones but I honestly believe the resource scarcity and how brutal every attack you do feels makes for a very satisfying game. The game's at its best when you're in a large environment against human enemies, but it's bogged down by garbage set pieces and walking sections on rails with almost no exploration. Why not have the talking happen AFTER an engagement, while you explore the area in greater detail to recover the supplies you've lost in the fight? Or in areas like the town with the ice cream truck, where you can explore and walk around freely?
I worry about TLOU2 because it's doubling down on shitty story and Ellie naturally won't feel nearly as brutal to play as Joel.
The games lauded as the best of previous decades weren't necessarily the best that came out in that timeframe either. It's not some shocking or upsetting thing.

There are no survival mechanics, the levels aren't made for that. It's the equivalent of having survival mechanics in Gears of War or Killswitch.
