The game itself is made by an artist named Tomomi Sakuba who makes disturbing and surreal art, and isn't really a bad game, just difficult to run on modern computers and has too much farming of small crabs to sell. It's pretty interesting if you'd like to try it.

That's partially true, some consoles around the PS2/GameCube era and every console after (sans PS3, partially) are literally underpowered PCs. Everything else beforehand were more akin to dedicated compute devices, like arcade machines or some specialty hardware rather than a true computer in the "PC" sense. The distinction is important.
While the likes of the Wii and Xbox 360, once they have/had emulators that could pretty much replicate 1:1 the experience of playing on actual hardware, there's literally no point playing on original hardware. Older consoles on the other hand, because games were coded for the bare metal instead of some generic game engine like modern games are, there's quirks to the games that rely on the properties of physical circuitry and such rather than pure software. This is the reason why for example bad Genesis emulators fucking suck in the sound department, because the FM synthesis was done all in physical hardware, which the exact output can change even between console revisions because the hardware would physically change slightly. And why frequently emulators can have a hard time with certain games because the programmers would rely on undocumented weirdness with the actual hardware to make stuff happen.
So for the autists who insist on playing on actual hardware for 32/64bit (+ Playstation) games and before, they have an actual point, otherwise it's pretty pointless once a good emulator is made.
Playing games from actual carts vs playing roms from flash carts on actual hardware on the other hand, unless it's something like Starfox where there's physical hardware in the cart which would make the earlier point apply, there's literally no point. You're playing the exact same thing either way, so if you care that much, you might as well get a flash cart.

A good emulator, playing on competent hardware, shouldn't have input lag beyond what would be reasonable to expect from any physical hardware and display setup. There's always going to be SOMETHING given that unless it's something more like Wine than a true emulator (Something I'd imagine the likes of the PS4 and especially the Xbone will be once they have emulators) certainly, but it shouldn't be enough to be a problem, unless you absolutely HAVE to have the least amount of input lag as possible, even if it's so small you physically couldn't react faster than the difference.

There's a fairly strong preservation community there in particular for old PC games. There's just such sheer volume of them that it's difficult to catch them all, it's like if you took Steam's entire library of indie games, had them all on physical copies and went on a quest to preserve them all.

Devs usually don't own their games. Someone else, probably a publisher, somewhere has that IP in their library. They snapped it up in some firesale. They might randomly sue your ass one day. It is more about risk management.
