Cloud is an actual character. Link is basically a vessel for the player to self-insert into, and maybe masturbate to.
FFVII is much more story-heavy so it needed a more defined protagonist, whereas Zelda can typically get away with Link being shallow/empty.
It does occasionally become a problem though. BotW's story is honestly awkwardly told. Link has this whole defined backstory that happens a century before the game starts, yet he's still the mute elf he's always been. The story wants it both ways, it wants to develop Link (specifically his relationship with Zelda) yet it can't commit to making him an actual character, so it creates a disconnect. He doesn't work as a character or a blank slate self-insert. I guess the saving grace is that the memory scenes are technically optional, but that's not much of an excuse.

It only works as a disconnect because the stupid English localization separated his character from the Journal entries.

It is true the journal gives him more character, but that doesn't change how awkward he is in the cutscenes. Everyone else is fully voiced while he just stands there and maybe makes a face.

Obviously making Link voiced would open up an entirely new can of worms. Frankly I think voice acting itself was a mistake and they should go back to more humbly presented storytelling.

If the game played up that angle it could have worked, but it doesn't. The whole 100 year gap is very underutilized in my opinion. Only decent bit is talking to the elderly Zoras who remember you.

The voice acting hardly changes the script, which could have been the same regardless of it was voiced or unvoiced.

Having a character be mute obviously DOES change the script, it means Link can never take an active role in the conversation. It's always another character riffing off of him, usually Zelda.
Again, not saying it would be a good idea to make Link fully voiced, but right now it's at an awkward middle ground.

What keeping him "mute" does is prevent people from asking for dialogue options and wheels, and the repercussions of them. (No need for Paragon/Renegade Link choices) and at the same time make sure the series doesn't get the backlash Other M did for not only giving Samus a voice, but one that wouldn't shut up about inconsequential matters

Keeping Link functionally "Mute" to the player is actually protection the series in a way
