To answer your question, no videogames cannot be art. But they're a tool that can be used in artistic ways, like paint. you can use paint to create imagery on canvas that moves people and speaks to them on an emotional level, or you can use it to cover a wall in a room. Same deal with vidja.

Here's a question; can the characters themselves be works of art, regardless of whether or not their games are?
Sigma is fine. Here's what's different from Black:
>Different UI/menus
>Less alternate costumes
>Doesn't have NES Trilogy or NG Arcade as unlockables
>Bow/Strongbow can be fired in midair, whereas they can't be in Black
>You can use each weapon's UT just by charging up for a while, whereas in Black you needed to use Essence to get there
>Some slight level design changes (biggest difference I've noticed is when you get the Strongbow, since in Black it was introduced in a way built around being unable to jump-fire, but in Sigma they change it since you can)
>Dragon's Claw & Tiger's Fang (dual katana weapon) added that wasn't in Black
>3 bonus chapters where you play as Rachel, who is fun but very easy to use and her levels are basically quick straight lines with maybe one short detour each
>a couple of new bosses, one of which is for Rachel
The biggest issue is that everything new is really basic and weaker than the base game (although I find Rachel and the DC&TF fun), but it's also the same game with only extras removed outside of that. You can emulate the NES games nowadays since you're emulating Sigma, anyway, so you only lose out on costumes.
