Disney owns him and everything else in Kingdom Hearts, but Disney usually consults with Square Enix for their permission to use anything from the games outside of the games. Likewise, Square can technically make whatever decisions they want with the property, but Disney has the right to shut it down for any reason.
Examples: Dissidia was originally meant to be a Kingdom Hearts fighting game, Disney shut it down.
Sora has only been featured in the Disney parks once, because supposedly they get Nomura's permission for each individual time he's used.
And of course, there's Smash Bros. This is tricky, because it's basically three companies (Square Enix, Disney, Nintendo) all coming together for just one piece of a game. I believe it's possible both Square and Disney would agree to the idea and I believe Nintendo has already expressed interest. But I feel like Disney or Square or both would have restrictions or stipulations to impose and I don't think Sakurai rolls that way
