Because generally speaking yuri is almost universally targeted at lesbians with a few exceptions. If you break the entire genre down it's actually very similar to the Shoujo/Josei genre whose primary targeted demographic is women. On the flip side, yaoi is almost exclusively targeted at the fujo audience and also adheres very strongly to Shoujo/Josei genre conventions. It's designed to appeal to fujoshi and overwhelmingly is not targeted at gay men. There's a bunch of reasons why this is. Obviously yuri is less popular because the lesbian demographic is much smaller than the fujoshi demographic. There's also the simple gender differences between men and women. Men are actually less likely to be interested in homosexual relationships between girls on average compared to women; to put it simply, most guys want a penis involved so that they can self-insert into their porn. Women tend to be more turned on by the emotional aspect of it which is why both yuri and yaoi focus on this since women are their primary target audience. So both yuri and yaoi tend to be more popular among women than men.

So the end result is that yuri has a vastly smaller fanbase than yaoi because it tends to be targeted at gay women whereas yaoi tends to be targeted at fujos.

The plot is a tragedy in the classical sense, an emotionally damaged girl tries to hold onto her one source of happiness but in order to do so slips further into darkness until she can no longer escape.

The characterization is very exaggerated but it's also incredibly tight and consistent, nobody acts out of character in the show at any point. Satou and Asahi are clear foils to each other and by the end of the show Asahi was a worse person than Satou was. The writer/director is also very self-aware of how inherently silly the show is, hence the scenes with Mitsuboshi.
