its never implied that there was no cure for the plague, that shit hit everything so hard and fast that there was no way to properly assert it and develop magic that could fix it before it could spread, besides lordaeron and the humans were getting btfo by the undeads so they had more pressing matters to worry about rather than finding a cure for a bunch of peasants that got turn into more undead

according to keltuzad nerzhul choose him as his champion long before the scourge were even a thing, so this was all planned since the beggining, malganis whole purpose was getting arthas to the frostmourne so the sword would take away what little good arthas still had in him by the time he got there

If there was a possibility of something that OP, the game would have mentionned it. Therefore you use your imagination and based on the setting of wc3 (it's not world filled with deus ex plot and mary sue characters like WoW) you can imagine that people don't know how to deal with the infection.
It stupid to assume that Arthas would never consider this possibility as well since his main objective was to save his people.
