Probably Starcraft BW.

Starcraft has race selection. I do think they do a pretty good job of balancing the races but matchups definitely have a degree favoritism. Out of RTS its probably the most balanced but I feel like its still less balanced than most arena shooters. Mirror starcraft is comparably balanced however.

I unironically believe that melee is the most well balanced game. It's not balanced in that every character is equal, but in the sense that all the viable characters(except ice climbers) are hype as fuck. I don't want to live in a world where characters like link are viable and half the roster is floaties with busted recoveries.

link is one of the most fun characters in ssbm

In a "competitive" setting, any game where
>Both players/teams have access to the same means/equipment
>Both get to play on each side of the field
are both true is "balanced".

In other words, the majority of FPS games are fundamentally "competitively balanced" even if they are not balanced in other aspects. Even if everyone uses a single AR and sniper rifle, both teams still get to use them as well as the rest of the game's arsenal if they may offer a situational advantage. Even if a map is skewed heavily in favor of the bomb-planting side, both teams get X number of rounds to fight one another on each side.
In comparison, fighting games are fundamentally not balanced competitively. You don't get left/right switching on round starts unless you ask for a seat switch between matches. You are locked into one character for a match's duration, and most players only really have one main and several secondary picks with whom they are truly skilled at using due to the complexities of individual fighting game characters, so fights are weighted in favor of character matchups.

The side switching is actually really important and yet one of the most simple considerations for balance. Most real world team sports do a side switch at half-time because of balance. There may be some topological or wind/weather-related advantage one side gets when advancing on the field, so both teams are given that side advantage for an equal amount of time.
