That nerf was so long ago. Yeah mutant hp was cut and they lost what little mechanical resistance they had, but since then enemy detection was fixed and dogs are knocking you out of stealth. AI was improved all around unless he is on easy, and economy was made much harsher.

Electric knife/hammer does the rest. Would be good if hacking consistently allowed turning them on enemies though. Half of the time you can do that, but the other half you can only turn them off.

Okay now speaking in General, being a low armor/low hp can at times be a very bad idea, as there are times you cannot possible avoid taking fuckloads amounts of damage. I cannot say much since I never ran a stealth character and I'm a heavy armor psi-sledge, but at times I was drastically reduced to critical HP and I fail to see how a frail stealth character could possible survive in these same circumstances.
