For me an arpg magical girl game similar to Kingdom Hearts gameplay really is a no brainer. It would work with Sakura, it would work perfectly with Nanoha, great with Madoka and even with PreCure.

If you're going to play I suggest using the code that let's you start at level 16. It makes the start of the game really easy, but if you don't you're going to spend an eternity grinding just to progress the main story in chapter 2.

Most of the good stuff is on the latter half of the sixties, Its kinda complicated because some of them have legitimately great episodes that go beyond anything you could expect from something of the era, if not encompassing that natural weirdness of the era, but 70% of the shows are always low-tier filler, even the good ones like Sally the Witch.

Because magical girl, as a genre, is kind of flaky and vague to begin with. Attempting to translate that into a player-action game, especially when modern magical girl anime requires MCs to act like morons, is rather difficult. What are you even going to do with a magical girl plot and pacing, outside the most linear of RPGs or something like Asura's Wrath?
So you end up with an IP and a franchise that isn't suited to video games at all. And, not surprisingly, you end up with just low-effort puzzle games and such because nothing else makes much sense. They could probably make a decent rhythm game with all the songs found throughout something like Precure, but that would probably require renewing licenses and they probably don't want to put in the effort.
So I'm a computer scientist, got a few free shitty little apps under my belt.
Art-wise, not that great. But maybe decent enough I could do a graphics-lite game, or just borrow/hire an artist to help out.

Are you talking gacha shit or just a normal game? Free or paid for? Is it some sort of project just to see if the game can be made, or are you looking to make money?
I'd say a rhythm game would be the easiest to convert into something functional. That is, a person could take the melodies in a magical girl anime and turn them into a game fairly easily. Rhythm games work on mobile. Set up the tone and the presentation and it could feel very fitting for the anime it is trying to represent. The problem is that rhythm games are most certainly not going to be an amateur project, and not something that you'd be doing without an existing license - the goal would be to make people think about the existing IP while playing, not to present its own magical girl story.
You could do a RPG. Especially if you have a somewhat unique RPG combat system, it could work out as something interesting. Magical girl probably presents an unique opportunity here for a mobage. Most magical girl stories and settings involve more interactions and speaking with others, and less fighting hordes of opponents. So if your mobage wants to limit how many fights are available to the player per day, then a genre which is about talking with others, finding out plot points, and watching the characters interact with the occasional monster fight might be an interesting way to handle that.
You could do some sort of shitty action game. Most current magical girl anime are about their magic monster nukes, to various degrees, so an action game which involves building up and laser-blasting enemies could function. It might make more sense as a Gundam game, but if we're insisting on magical girl, then a psudo-Nanoha could work as well. Again, you could do some VN story bits in between fights to justify the action stages. On the plus side, this would probably appeal to more casual players, while the RPG idea would likely only appeal to the most hardcore or nostalgia magical girl fans.

Are you fine with JP audio and subtitles? Because 99% of magical girl stuff is not localized. Also, note that most of this stuff extends for dozens of episodes (if not hundreds) if you try to watch it all.
Sailor Moon (the original one) and Cardcaptor Sakura are going to be the big two. Sailor Moon gets a lot of flack and honestly deserves it, but it also does a good job of having the characters interact and showing them change a bit over time. I'd recommend the first season, up until Beryl/Negaverse is done, at least. I'm less familiar with Cardcaptor Sakura but it also does a good job of characters interacting and not just fighting monsters all the time.
Heartcatch Precure, and Go Princess Precure, are two very good seasons of Precure. Heartcatch is a bit different from the rest of the series, but it really is great in how it handles Tsubomi and the background cast. Go Princess Precure was the season that took most of the lessons they learned from the previous 10 years and applied them all, and it ended up as one of the nicest and best seasons in the whole franchise. Hugtto Precure is a bit odder, but has a lot of the good points that Go Princess (and Heartcatch) does, and it a nice way to wrap up the whole Precure series.
Magical Girl Lyrical Nanoha is something interesting to watch. It's called the Gundam of magical girls, although that's more the fights than anything else. If you'd like to see a more "classical" style of magical girl, then Kiki's Delivery Service is a good Miyazaki movie. And if you want something along those lines - more cute and wonder with no monster fighting - then Fushigi Mahou Fun Fun Pharmacy is one I've liked.

madoka is one of those things in life that I hate not because of its own faults but because of what it did to the genre it's a part of.

To be fair to Madoka, it wasn't even that dark of an anime, and there were already dark magical girls before then (I think mahoiku was even written before it?)
Madoka just made it big so all the anime studios started pulling random shit to get in on the action. Its a shame too, as far as magical girls go Madoka isn't that bad. Its still fairly magical girl focused with more of a focus on their interpersonal relationships as opposed to how dark and evil the setting is.
And even at the end of the day, none of the girls are really evil. Kyouko still had a heart, and even Homura with all her devil chuu2ing just wanted to make life better for everyone.
I feel you, brother. Well, I don't actually like Madoka itself either much. But I'm bitter about the way it's made people look at mahou shoujo.
Despite Madoka's insane popularity there was never an outbreak of "dark" magical girl shows afterward. It's most obvious "imitator", Genei, was actually already in production before Madoka even aired and was not successful.
The issue is that little girls are not as profitable a market as they used to be, as Precure has almost all of the "actual little girl" market cornered and as we all know there are not as many children in Japan as there were twenty years ago. If anything the shift in mahou shoujo toward adult audiences is more Nanoha's fault than Madoka's, because Nanoha first showed that aiming magical girl shows solely at the male 18-40 crowd could be insanely profitable.
A lot of modern magical girl series have another aspect to them. For example, Symphogear is also a music anime and has the mecha musume themes making it an honorary mecha anime. Probably the closest successful series to be similar to Madoka tonewise are YuYuYu and Magical Girl Raising Project (and the latter's success is more in LNs)

It's the least marketable concept imaginable in the US though. Imagine the pink cute box art, literally no male would be caught anywhere near it. There's a reason every game needs to have a gruff 30yo male with stubble on the cover
Magical Girl is kind of simple. It started with Sally the Witch back in the 60s, which was inspired by Bewitched/I Dream of Jeannie. As such, it follows a lot of similar themes, except that the main character was a young girl in school and so learning to work with other people. Pretty much all of the "classical" magical girl shows followed the same formula, including the school girl thing and keeping her powers a secret.
In the 90s, Sailor Moon came out, and it had merged the existing magical girl with some sentai (i.e. Power Rangers) to make several-person teams fighting monsters every week. This turned out to be very popular, and a large number of shows followed the formula. Hell, most people aren't even aware that magical girl can even have no monster fights anymore.
Past that, your biggest titles are Precure, Cardcaptor, and Madoka. Sure, you have your Nanoha, your Vividred, your Dog Days, etc. But most of those are either one-shots that didn't see more (remember Tokyo Mew Mew?) or are fairly small and not well known. And it's next to impossible to find any of those classic magical girl shows given that so many people reject a show as not being "magical girl" enough because they don't have transforming costumes, or some other standard that Sailor Moon created.

I'm not denying there are some great shows outside the ones I listed, just that they aren't such major influences and aren't as well known. It isn't as much "there needs to be a flowchart" because everything is mostly going to boil down to classic magical girl, sentai magical girl, and straight derivatives of other works. I mean, there's this trend of "idol magical girls" that I've seen over the last few years or so, but that is really just taking the sentai formula and applying it to the idol genre.

unironically Senran Kagura. gameplay has you transforming from your normal state to a ninja state which opens up far more combat options including finishers, also the whole "ninja identity being hidden from the rest of society" thing. In general? Go Princess. It took a lot of lessons they learned over the creation of the series before then and applied them well. The biggest problem that I remember is the ending being quite weak, but everything else about it was great.
For personal preference? I liked Heartcatch and Happiness Charge. The first did a lot of things well, and I really do like Tsubomi as a main character. As for the second, it was nice to have a series where the goal was actually working out the problems presented rather than just punching them in the face harder.
I also really liked Splash Star. Both because it was a lot cleaner than the original, and because that was back when Precure was still very much its own thing. Precure these days tends to be very generic magical girl, while Splash Star was back when the show looked distinctly "Precure" with its goofy platform boots and when the show focused on two strangers getting more involved in each others lives and getting to know one another more.

I don't agree with about Madoka not affecting anything in the genre because I think that's just being in denial about it, but I do think he has a good point about market stagnation if Madoka had never been made and the genre had stayed on its current course. Honestly I don't think you should look at it as traditional mahou shoujo getting replaced by darker shows, even if the dark trend had never gotten off the ground we probably wouldn't see much more normal mahou shoujo than we see today.

But Genei was planned before Madoka, so when it arrived, it got fucked for being too close to Madoka despite predating it and just being magical girl Higurashi.
YuYuYu, on the other hand, was planned after Madoka and had a good planning staff and a whole lot of luck to take the one niche for a dark magical girl after Madoka, thus being the only one which sold well despite the fact saying it was a product of the post-Madoka late night anime market is true.

Only two seasons are sequels. The whole thing is designed for small children to be able to watch any season as their first one. I mean, it's aimed at 5-8 year olds, not to the now-adult fans who watched the first few seasons.
Go Princess Precure is generally considered one of the best done seasons, so it's a good place to dive in. If you can't accept the premise or the idea of daily monsters drives you away, then the rest of the series is probably not to your liking.
Smile Precure is another popular one. Smile is very, very much sillier. I stopped watching it because everyone was borderline retarded, but it seems popular enough.
The other option is to just start at the beginning. Futari Wa Pretty Cure is still watchable today, and arguably better than a lot of recent seasons given that it was still doing its own thing. I personally prefer the followup season (Splash Star) which sort of did the same thing, but better, but the difference isn't so huge as to make one objectively better than the other.
If you like what you see, then you can look for more recommendations. If you don't like those at all, then the other seasons are going to be far more disappointing.
My point is none of the Star Twinkle cast are all that deep. The 2 most popular simply soaked up the divide between little girls and big friends which leaves Hikaru and Elena with nothing. But this happens every sesson, you'd be hard pressed to find a Precure season with a +4 team where everyone is popular.
Even GoPri had a loser with Minami getting left in the dust by HaruHaru, Kirara and Towa.
It was retooled at the last second and it's clear the person writing it was just hopping onto the Seinen train that was going on at the time where everyone was making one and didn't think of a way to integrate it with the rest of the series.
The experimental armor/weapons were actually created to be an afterthought, inferior to the powerups the MC were getting, but then priorities changed when everyone hated it and suddenly Fortress mode Nanoha was on every cover until it went on hiatus in like 2008.
I'm glad they brought them back for Reflection.
If the boom of new magical girl shows had happened in the 2000s, we would have had real games. Perhaps even crossovers.
How fucked up is it that the only time two magical girls from different companies had a crossover on video was in the 80s, with Minky Momo and Creamy Mami, two magical girls that don't fight normally, but new combat-focused magical girls never have crossovers.

Actually, that might entirely be the reason. Precure is so huge that they can just crossover with their older seasons. They don't need to crossover with other series. They'd only be driving people to the competition that way. So Precure doesn't have crossovers, and everyone else is too small to have more than a single season, so it just doesn't happen.
I liked it more than Vivid. Shame the manga's on hiatus forever and they're too scared to revisit it.

I don't think YuYuYu was that good, but it was smart. It actually takes a fucking bold gamble, it doesn't go for the typical shock value, because the true shock value was in casually telling the dark twist of the series, to the point the viewer and the characters can try to overlook it as the series has two more episodes of increasingly tense Slice of Life.
