Steam isn't the be all end all, you still have publishers like MangaGamer that sell their shit uncensored and fans that make decensor patches for Steam versions. This is why PC will always be a natural fit for VNs. As a general rule it's less censored even commercially though, YU-NO remake is one game coming out with light bars on PS4/Switch and uncensored on PC in October.
