Nah. Not in the same way you're imagining. Activision isn't a "publisher" for Sekiro the same way they are for Call of Duty and Destiny 2. Or in the same way Sony was for DeS or BB nor in the same way Bamco was for Dark Souls. Activision is just a western localizer. Meaning they didn't fund the IP nor do they own it, like Sony owning the trademark for DeS/BB and Bamco owning the rights to Dark Souls trilogy. Sekiro trademark is fully in-house owned by FROM/Kadokawa and was self-published in Japan.
Activision is just a NA/EU localizer. Similarly Sekiro was localized by a Chinese publisher Cube Game for China, Taiwan, S.Korea and Southeast Asia. Activision had nothing to do with the development of Sekiro which is why the game is unadulterated when it comes to micro-transactions and other garbage.

Again, they were just the NA/EU localizers not the copyright owners/funders. The way PQube, Playism and NIS America are for lots of Niche Japanese games.
In the past FROM used Agetec, Ubisoft and SEGA for localizing Armored Core games in the west while self publishing them in Japan. They also used Activision already as their western localizers for Lost Kingdom and Lost Kingdom 2.

That was never in their power to do. If they insisted on it FROM would've just taken another NA/EU localizer. Same way how Chinese Cube Game have Sekiro on their own client but the game is also available on Chinese Steam.

The the only moral time to pirate is if you would have to choose between food or the game, you weren't gonna buy it anyways, or it's no longer available to easily buy like it's not on a storefront or you live in a foreign land where support is lacking. People who only pirate are quite funny but in the end are assholes.
