It's easier and cheaper to spin a lightweight plastic disc with a piece of paper inside then it is to move delicate electronics. It takes less power and is less prone to mechanical problems.
You'd rather wear out a 50 cent disc then have to replace the whole disc reader. You wouldn't be gaining all that much surface area anyway.
