Of course it is. The Triforce hunt and Jabun just giving you his pearl are obvious signs of cut content.

it's not really unfinished since it still feels internally complete with no obvious missing components. they cut content but every game has cut content.

I still can't believe they didn't use WW HD as a chance to rectify their mistakes and finally add all the material they didn't before. Instead they just removed more. Wind Waker is the only 3D Zelda that could have extremely benefited from a heavy remake yet they basically did nothing at all but make it uglier

that doesn't mean it's unfinished gran turismo 2 was unfinished.

Half of the stuff from Phantom Hourglass and Twilight Princess were concepts originally intended for Wind Waker as well.

He didn't work on Wind Waker outside of being a consultant. It's all Aonuma's mess.

They made lots of changes that improved the gameplay (sail, shortening the triforce bullshit at the end) and visuals, the visuals look far superior except for certain times when the bloom goes overboard.

Every game has cut content. I still got enough hours in WW to say I got my money's worth so it doesn't bother me

The dungeons that didn't make it into WW were instead added to TP, thats why it had so many

I wouldn't say blantantly unfinished. As people have already said, there is a lot of cut content. Much of it appearing in twilight princess so that's why TP had a shit load of dungeons. I know it's just a rumor, but apparently wind waker was a massive headache on the dev team. Nintendo wanted to try to push a new console zelda every 2 years but pumped the brakes because of wind waker. It's not that the game was bad or even incomplete, the devs had bigger plans with it.

Can you give some examples? Because I can only think of the reverse: OoT was delayed and still holds up as if it was released yesterday, while Wind Waker was a rushed mess and the worst Zelda game I ever endured.

Not "blatantly unfinished", just two axed dungeons, they were going to add them for the Wii U release but didn't

Majoras mask was badly rushed and it holds up well.

I mean it sucks that it takes that long, but the Triforce quest comprises a decent stretch of the game and encourages the player to explore every corner of the map. I enjoyed it.

TP was a good game, it was just too long. Brawl did suck dick though

Majora Mask wasn't rushed. It reuses a lot of assets and material from Ocarina and is re-purposed, and only a little of new material was created. That's why it took only one year to develop.

TP is a barren slog with fuck-all to do in the overworld outside of dungeons, so you just get a bunch of mandatory filler shit instead. It paved the way for linear garbage like Squidward Sword.

At least Wind Waker had some small degree of freedom.

That's the eternal dichotomy with Zelda - exploration or dungeons. Problem with WW is that its exploration is largely illusory, it's far more exciting to chart an island than actually explore it. It mostly plays out like OoT but with a more tedious means of overworld travel. TP has its issues but at least the dungeons were gotten down to a science on it, it was actually good at what it wanted to be good at. WW doesn't even pull that off.
