Waluigi's character revolves around his quest for his time in the spotlight. Trying to become a fighter is perfectly in line with his character. The fact that he will never be one is part of the joke. Waluigi is a joke character. A grand majority of his support is not genuinely wanting him as a character, it's because they think the joke is funny. The support for him is the joke.
