Soldier has enough health to survive most minicrit attacks and the speed that thing gives him when he's low is nearly Scout-tier.
He can also just not pull it out when enemies are nearby if he thinks it'll ever be a liability, and only use it when he thinks it's safe.
Escape Plan and Disciplinary Action are the only genuinely overpowered things about Soldier. The stock class is actually balanced.
