I'd argue that L4D doesn't really count since the series was created by a different developer that Valve only bought out after it got popular.

This is bigger than a lot of people realize. Steam's whole interface was revolutionary when it first came out but it completely stagnated on improving with new tech. Now it all feels really primitive compared to the console UI/UX shit it's competing against.

It also feels jarringly outdated in the face of newer versions of Windows and websites becoming more and more dynamic.

Valve is continuing to save gaming, it's just slower than you'd think. They've put a ridiculous amount of time and money into Linux support and VR. Their shitty controllers have a bunch of R&D that go into them... but despite all of the controllers flaws, that endeavor has brought about some of the best controller support the PC has ever seen. Take some time to poke through the Steam Controller Config sometime, it's crazy and just works with everything.

They tried incorporating console style improvements with Big Picture but that is even worse unless you're using a controller.

Valve has done quite a lot for PC gaming, especially for PC gaming in Linux, a market known by many game developers as being very unprofitable and not worthwhile to develop for. The amount of effort Valve has put into making their launcher the very best it possibly can be, not just for the sake of money, but for both developers and customers, hasn't been replicated to this day. Valve is, unironically, the most pro-consumer games distributor.
