Not much of a debate unless you're talking about design.
In terms of usability it's flat out Registeel>>>>>>Regice and Regirock.
In design I personally prefer Registeel anyway because I love how the shiny looks like a mint gumball. Regice second despite the mediocre alternate color, Regirock third despite the lovely chocolate shiny, because it's less uniform in design.

In terms of design they aren't nearly as bad as the literal palette swaps that are the genies or the mew clones that are the lake trio.
In terms of competitive use they might be the worst on average, yeah. That said none of them are truly awful, not like Articuno.
Honestly I like the concept and I really wish they weren't such blatant palette swaps of one another.

You're getting them mixed up, and regardless ultimately having an attacking stat doesn't matter when the two of them are stuck with the worst defensive types in the game. Meme about steel all you want, it's still a far better defensive typing and Registeel's balanced bulk makes it a better wall overal.

Nigga, it has more resistances than types that hit it neutral. Steel is usually brought down by the dual type, but the monotype Steel is balling as fuck. That's why the only pure steel types are Registeel, those set of gears, Mega Aggron and Arceus with a plate.
Sure it's weak to fighting (close combat), Ground (earthquake) and fire (fire blast), but the offset is inmense. It's resistant to Dragon (outrage), Fairy (memeblast), Rock (stone edge), Grass (Tapu Bulu's attack), Psychic, Normal (Return), Ice (Blizzard), Flying (Brave Bird). And this is not counting the raw physical bulk all steel types have.
The ammount of free switch ins a pure steel type has is insane.
