This is a very nice character design and she looks very pretty and well-dressed.
But that is exactly what's wrong with it.
The granny skirt reflected Arcade being completely out of touch with human norms perfectly, because she doesn't know how to dress fashionably..

She just looks too good.

It's just a moe thing. Big noses are considered unattractive in japan and they think white people have big noses, which should tell how how small they like them. If you pay attention, you'll notice not all japanese artists forego noses. See Persona for a popular depiction of substantial noses. So the decision to replace noses with a dot is just reflects an obsession some people in japan have.

I agree it looks better, (not like say, Ciel's redesign where she looks substantially worse) but the problem is, is that it sort of ignores one of Arcueid's two character traits; that because she's super old, she doesn't understand fashion, so she dresses like a frumpy old lady.
