Why is this game often regarded as the pinnacle of the Fire Emblem series? I'm like halfway through chapter 2 and so far the gameplay has been on the weaker side. All the non mounted combat units are basically worthless, the levels are tedious and the enemy placement is annoying.

Because no one has actually played it. It has a few interesting ideas but it's mostly a boring mess with a dumb plot and one of the easiest games if you know what you're doing.

FE4 has good story concepts but tells it terribly.
FE5 actually has both story concepts and execution down.

I don't obsess over efficiency, heck I've never attempted a LTC and I sometime grind supports, but you can't deny that Ayra, Jamke and Azel are worthless. By the time they even reach the battlefield, your other mounted units would have killed most things already.
