Yes, easily. I launch all my games through Steam including my entire emulation library. Steam can add any Windows format shortcut (with commandline arguments) as a game icon, this is ancient news.
If this is the first time GOG has been able to launch external shortcuts, then I’m glad they finally got that functionality in place for their users, but this is hardly breaking new ground.

Technically only games which utilize Steamworks require that Steam be open to launch. I bought STALKER on Steam, for instance, but it’s just an executable, it can be run outside of Steam.
So blame developers for using Steamworks API for everything, not Valve. There’s no requirement that Steamworks be used for a game to be sold through Steam.

If MOST of my games are on Steam, I want ALL of my games on Steam, rather than dividing them up so a small portion aren’t visible through the tool I use to access the other 80%.

That's true but I still blame Valve due to the fact that they don't tell you about their DRM in the store page. The only reason most devs include DRM is because of how Steamworks works. They want Steamworks for achievements and stuff and it's technically possible to have Steamworks without DRM but that's more work so they just implement DRM out of laziness and the fact that it seemingly doesn't make a difference (most people don't even know that it's possible for Steam games to be DRM free). Sure devs have the power to release DRM free games but Valve has definitely contributed to this culture where almost everything has DRM. I don't expect them to rework Steamworks so it's easier to not have DRM but I think it's ridiculous that on a store page they tell you about third party DRM but then act like their DRM doesn't count and they don't tell you about it

I am for this, Steam is planning on launching their new design which may offer better organization features later this year so that will also be interesting. What makes this interesting is my achievements and hours played will stay consistent and tracked. If they intend to allow this to still be synced with a Steam game or Uplay game without opening those launchers yet the hours and achievements are tracked that would be a god send. Own over 100 games on Steam so I use that the most, and using Uplay, Battlenet and Origin for 20 games combined is annoying since I use them the least, but having them altogether would be very handy. Hope I get into the beta and it launches soon.

It obviously doesn’t magically make PS4 games playable on PC, but apparently what it does is gathers up information about them (your playtime, your trophies/cheevos, etc) and accesses your console friends/chat lists, at least to the extent that the APIs for these things allow it to be done on PC (remember, parts of your PSN/XBL account can be accessed from the internet, it scrapes that data).
Also, apparently it allows you to install third-party extensions from an open API, meaning that CDPR doesn’t have to SUPPLY tools for spoofing of Steam/Uplay/etc accounts, it just has to leave a slot open for any enterprising person to develop one unofficially.
Think of Kodi, the entire appeal of which is the ability to stream copyrighted video content easily, though the makers of the program itself don’t do anything to make it happen. CDPR aren’t stupid, they’re creating a tool that could be used to bypass other launchers, taking out some snippet of legally critical code, and then leaving it to an enterprising enduser to fill in the blanks.

What makes you think you have to use your desktop? Just put shortcuts in a folder. You can have other folders in that folder for better sorting. Or you can just have the actual game directories in a folder, there's no reason they have to be in program files or wherever the default is if you're not using a DRM client. The point is that most developers see DRM-free as a negligible share of the market and the majority that still supports GOG still only add multiplayer with verification via Galaxy. And this new version will only marginalize even more the availability of Galaxy-less multiplayer on GOG.
I think the only way this could happen is if Valve advertises their DRM-free option more in Steam. Like have a few statement on it in their steamworks page and maybe that will convince even just a handful of devs to try out GoG as well as a result.
