They can but very rarely and especially not a fucking Sonic anime. Sonic is and always will be dead in japan. And even the weekly anime that do have "good" animation only have it in select moments while the majority of the show is garbage.

Studio makes no difference its the staff on the show that does and who they staff depends on the budget. Also using a movie as an example is really stupid Toei animation produces great and fluid movies but the animation in their weekly shows are horrendous see One Piece as an example of this yes the biggest anime ever has shitty animation yet you expect Sonic to have any better.

This. I'm still bamboozled how they replaced Maria with that fag during SA2 segment and most likely lots of other shit i forgot about by now.

Toei shows despite being mostly garbage looking also have their moments, sonic x doesn't have a single moment where the animation is impressive in any way.
