I didn't play it, but I remember it.

I did. I liked that it had Cypress Hill soundtrack which fit to the overall gritty, urban setting and that you could reply positively or negatively to NPCs(although I don't remember if it had any effect on them). Sadly the game is largely forgotten nowadays.
