It's definitely lying. If you really want to know the fact you need to ask is a good indicator but if you want to go the justification route then there are plenty of ways to paint it any way you want.

It's nothing to do with percent completion, but rather intent. Asking for money to do something you aren't gonna do it fraud/theft/whatever you wanna call it. "It" being 80 or 90% done beforehand has no bearing on that.
Like 10 years ago that game was so much fun. But, then the devs ruined the game.
Well if you're completely transparent on everything with the people donating then I guess that would be up to them individually to decide.
If you have to lie or lie by omission to get people to donate then that's probably a good indicator as well.
