I don't think they're unwilling, they just have more Persona-related stuff to show because a lot of it is outsourced and P5R isn't an entirely new game like SMTV or Re:Fantasy are. They just have more Persona stuff to show. It's also worth keeping in mind that SMTV was revealed very early on in development, where something like P5R was announced far enough into development that they had a release date to go with the announcement, so it's not that surprising that they have more to show of one than the other.

I don't think it'll be at E3 whether Nintendo wants it there or not. I don't think Nintendo can force ATLUS' hand on the matter, they can just make the offer and ATLUS can refuse it, and given their track record I imagine that's what they would do.

Annoucement's usually are within a few years or a a year of the game's JP release.

Oh, when did the music leak? I had no idea. I'm not going to listen to it because I'd rather just hear it in the game whenever it comes along, but I've been interested in the music because the setting seems like it would call on a very different style of music than what Meguro usually does, and I remember being really impressed by SJ's soundtrack which did something similar, and was not the kind f music I would have expected from Meguro.

Neither of those show new footage of the game, and I doubt the people hoping for SMTV to be shown at E3 are saying so with the hope that they just show one of the trailers they've already shown again.

A release date would be something new, so naturally that wouldn't be at a Western event either. Whenever it does get a release date it won't even be the Western release date anyway, considering it always takes months for ATLUS to put out an English release of a game.

I don't know. The SMT5 announcement originally was already a departure from their norms. It had an English and Japanese trailer for Nintendo to premiere separately iirc. Wouldn't be surprised if they do that again

They had that for P5R as well, but the release date they debuted live was still the Japanese one, and if P5R is any indication, the release date of SMT5 will still be some months later in English than in Japanese, they'll just have an approximation of when that English release will be.
